Disaster Preparedness Delegate – Forecast Based Financing (#1,525,208,122)

Danish Red Cross (DRC) is looking for a preparedness delegate preferably with Forecast Based Action experience and with base in Harare, Zimbabwe
The position will initially be for 6 months and with high potential for extension.
DRC is searching for an experienced Forecast based Finance (FbF) or Forecast based Action (FbA) expert to provide technical assistance and guidance on the Zimbabwe Red Cross Society (ZRCS) systems and capacity building under the FbA Pilot project agreement between ZRCS and DRC The delegate will provide input and support the DRC Country Coordinator and ZRCS FbF Project Coordinator on planning, initiating and follow the FbA pilot project implementation based on a Feasibility study undertaken December 2018 till February 2019.
The overall objective of this assignment will be to initiate that a forecast based action mechanism can be established in which ZRCS in partnership with government and other key stakeholders is able to deliver cost-efficient, well targeted and timely early actions responding to probable climate-related devastating disasters.
The preparedness delegate is expected to take upon an advisory role and engage with ZRCS project coordinator on how to further develop and strengthen the current Early Action systems and interventions for potential Zimbabwe climate-related disaster affected population groups.
In specific support to the ZRCS for the following tasks are expected:


Develop the appropriate links (relationships) between the different components for an effective FbA system.
The development of ZRCS FbA approach, Road Map and integration plans towards the ZRCS DRM Strategy
Identify and plan activities and resources required for ZRCS to implement scenario-based Early Action Plans
Ensuring that ZRCS is data prepared in order to use available data and technologies to understand and access risks.
ZRCS contribute to a nationwide FbA system with clear roles and responsibilities described.
Identify roles and responsibilities of different stakeholders involved in carrying out actions and the procedures involved, including identifying national and sub-national partnership arrangements that would be required to effectively implement the Early Action Plan.
Prepare an overview and a PMER system to monitor ZRCS FbA progress towards set objectives and indicators

The following outputs are expected:


Support the process of ensuring ZRCS formalities and protocols are in place and functioning for FbF
Coordinate the FbA technical support to ZRCS from the Red Cross Climate Centre and the data preparedness Centre 510.global hosted by the Netherlands Red Cross
Together with ZRCS Data Information Management team and with the support from 510.global establish an Operational room and initiate appropriate steps in making ZRCS data prepared
FbA dialogue platform in Zimbabwe with external stakeholders supported and internal ZRCS Thematic Working Group (TWG) set in function
Early Action Protocol development process has been planned and initiated
Annual project plan for 2020 developed with ZRCS FbA team
Process of developing a MEAL system with integrated FbA measures should be initiated
Indicator Tracking Table completed and filled in and used as monthly reports to DRC/ZRCS
End-of-Mission report, as a Pilot project status report on the above- mentioned supported tasks

The Disaster Preparedness/FbA delegate is expected to be a knowledgeable DM/ FbA delegate and technical advisor and preferably with project management skills. It is essential that the delegate understands his/her role of being advisory and that recommendations should be realistic and relevant to the current FbA capacity of ZRCS, project and context.
Roles & Responsibilities
The FbA delegate is expected to work closely with the ZRCS DM team, specifically the ZRCS FbA coordinator and the DRC Country Coordinator. The Delegate reports directly to the DRC Country Coordinator and adheres to ZRCS/IFRC security regulations for international staff.
Skills & Qualifications


2 years practical experience in the humanitarian field and/or within Resilience, climate change and Disaster management programming, preferably from Africa.
University degree in Geography, Climate change, natural science or other related fields.
Demonstrated experiences in liaising with different stakeholders
Experiences in training and coaching staff preferably

Other:


Excellent reporting skills in English is a must.
An excellent communicator, with good negotiation skills and a diplomatic flair.
Full proficiency in Microsoft Office package as well as GIS and a valid international driving license




How to apply:
Employment Conditions
The starting date of the assignment is as soon as possible. The length of the contract will be 6 months with possibility of extension. The duty station is Harare, Zimbabwe. Due to the short-term contract, the assignment is not a family post. The contract will be administered in accordance with the Danish Red Cross terms and conditions for Delegates. The monthly salary including allowances and pension within the range of DKK 36,000 and DKK 40,000, depending on experience and qualifications.
