POSITION SUMMARY
Working closely with ICAP’s leadership team in Zimbabwe, the Technical Director (TD) will be responsible for providing strategic vision and oversight of technical activities for ICAP’s proposed program to support the Ministry of Health and Child Care’s (MOHCC) efforts to reach and sustain HIV epidemic control in the Republic of Zimbabwe. The TD will assist in supervising and supporting a team of technical experts and supporting staff.
This position is subject to a successful funding application and final approval by CDC.
MAJOR ACCOUNTABILITIES


Manage the technical design and delivery of project activities, including development and periodic revision of program objectives and work plans to ensure the effective implementation and coordination of project activities.
Directly supervise program staff and provide ongoing technical leadership, direction, and supervision.
Lead the design and implementation of innovative approaches to: targeted case finding, implementation of differentiated ART, elimination of mother-to-child-transmission (eMTCT), cervical cancer screening (CCS), and male engagement in HIV diagnosis and treatment activities.
Coordinate technical support to ICAP-supported regions, districts, and facilities.
Provide technical inputs and assistance to CDC, MOHCC and other collaborating partners regarding the development or review of national comprehensive health care policies, guidelines, and training materials.
Work closely with the Country Director to monitor progress towards program objectives and timelines, including regular reporting to and communication with CDC and ICAP in New York.
Manage relationships with key MOHCC and USG partners and facilitate effective communication between ICAP in Zimbabwe and its partners.
Represent ICAP’s team in Zimbabwe in technical working groups, donor and partner meetings.
Assist the Country Director, CDC staff, and local collaborators in the generation and presentation of project reports, publications, and presentations.
Prioritize and coordinate technical assistance from ICAP in New York to help achieve program objectives.
Performs other duties as assigned.

EDUCATION
Medical degree (required) with additional post-graduate qualifications preferred (e.g., post graduate degree in public health or related field)
MINIMUM QUALIFICATIONS AND EXPERIENCE


At least 10 years’ experience in delivering HIV prevention, care and treatment services, and HIV/AIDS program management.
Ability to supervise technical staff, develop projects/activities, set realistic priorities, work plans, and timelines, and evaluate appropriately.
Experience with health care programs in resource-constrained settings and with local government partners.
Excellent interpersonal and team building skills.
Ability to work well with others and to develop and maintain compatibility among project staff, donors, sub-contractors, and other partners.
Experience working with Ministry of Public Health and Child Care (MOHCC) and other local entities in Zimbabwe.
Excellent verbal and written communication skills.
Fluency in English is a must, Shona and/or Ndebele is desirable.
